ound Information- Job Specific\n\n\nBackground The UN Office for the Coordination of Humanitarian Affairs (OCHA) is seeking talented and creative individuals to contribute to the development and maintenance of its online applications (HPC.tools). Within OCHA, the Assessment, Planning and Monitoring Branch (APMB) is responsible for helping OCHA’s network of country offices and humanitarian partners to implement the humanitarian programme cycle (HPC). APMB, in partnership with OCHA’s Information Services Branch (ISB) is engaged in a multi-year transformation project to improve the suite of information management tools/systems and that support the HPC. This includes data management applications for project submission and review, monitoring and evaluation of humanitarian response, and financial tracking, amongst others. These applications are developed on a Javascript stack using PostgreSQL, Node.js, AngularJS and Angular, and provide data to a public API and two Drupal websites: Financial Tracking Service (fts.unocha.org) and Humanitarian InSight (hum-insight.info). \n\nThe successful candidate will be working as a developer in a small team of both senior and junior backend and frontend developers, and will work either as a full stack developer or (depending on skillsets) with a particular emphasis on frontend or backend work. In addition to programming, the successful candidate may also be involved in the coordination and oversight of the developer team or members thereof, as well as contribute to sprint and release planning. While the position is home-based, occasional travel to Geneva, Switzerland might be required. The successful candidate will report to the Information Systems Officer, Monitoring Platforms and Tools Section (MATS), in Geneva and work collaboratively with colleagues in OCHA Headquarters locations, as well as other developers working on this and other OCHA projects.\n\n\n\nFunctional Responsibilities:\n\n\n\n\n\n\n* \n\nDesign, implement and manage solutions for web applications including system architecture, database models and coding standards\n\n\n* \n\nDevelop, iteratively improve and maintain existing and new HPC applications using AngularJS (1.5 and above), Angular (7 and above), Node.js, PostgreSQL, Docker and Solr \n\n\n* \n\nDiscuss and improve specifications in conjunction with the project manager and business owners\n\n\n* \n\nContribute to Agile sprint and release planning \n\n\n* \n\nReview code submitted by team members using the Git workflow model \n\n\n* \n\nDevelop and review unit tests\n\n\n* \n\nWork closely with the OCHA-wide infrastructure team for code deployments, troubleshooting and other related issues.\n\n\n* \n\nDevelop and review technical documentation for developers and application administrators to support and maintain the system\n\n\n\n\n\n\n* \n\nContribute to the wider OCHA software development effort, including participation in regular knowledge interchange, joint events etc.\n\n\n* \n\nAssist with data migrations as needed\n\n\n\n\n\n\n\n\n\n\nEducation/Experience/Language Requirements:\n\n\nEducation\n\n\n* \n\nAdvanced-level university degree (Master’s degree or equivalent) in computer science, software engineering, information systems, mathematics, statistics or related field. \n\n\n* \n\nA first-level university degree in combination with additional two years, a technical/professional diploma with additional four years, or a secondary school diploma with additional six years of qualifying experience may be accepted in lieu of the advanced-level university degree.\n\n\n\n\n\n\nWork Experience \n\nRequired:\n\n\n* \n\nAt least 2 years of relevant experience is required of online database application development and implementation.\n\n\n* \n\nMinimum of 2 years functional programming in JavaScript and libraries on dynamic interactive websites.\n\n\n* \n\nMinimum of 2 years’ experience of developing on a Linux environment.\n\n\n* \n\nDemonstrated experience in web development projects in a consulting or professional services environment, working with cross-functional teams.\n\n\n* \n\nExperience in development of web applications using RESTful API backends\n\n\n* \n\nExperience of code versioning using Git workflow and sprint/release planning\n\n\n* \n\nExperience working both independently and in collaboration with remote, geographically diverse teams - Job Description

Functional Responsibilities



* Oversee and provide strategic direction to the Centre’s predictive analytics workstream.

* Oversee and conduct research related to existing pilot models, in close collaboration with OCHA divisions, branches and country offices.

* Liaise with partners in the UN, NGOs, academia and private sector on the sharing of data and model insights as well as peer review of model results.

* Design a quality assurance process for developing and releasing predictive models including the use of code and data repositories, transparent documentation, and mechanisms for peer review.

* Develop a framework for hosting OCHA and partner models and their underlying data as a public good.

* Liaise with focal points from OCHA analysis-strengthening and anticipatory financing initiatives and ensure a coordinated approach to analytical efforts.

* Lead webinars and workshops for internal and external audiences on the potential of predictive analytics for OCHA.

* Draft communications material explaining the Centre’s work on predictive analytics.

* Coordinate predictive analytics team meetings and take part in Centre team meetings and work processes.

* Utilize available project management and office communication tools to effectively track and deliver expected outputs.

* Represent the Centre at partner meetings and public events.




Deliverables


* A medium-term plan including objectives and key results for the Centre’s predictive analytics workstream.

* A functioning quality assurance process for developing and releasing predictive models.

* A framework for hosting models and their underlying data as a public good.

* Communications material about the Centre’s predictive work. 





Education


* Advanced university degree (Master's degree or equivalent) in mathematics, physics, engineering, computer science, statistics or a related field. Bachelor’s degree with 9 years of experience or Master’s degree with 7 years of experience is required.




Work Experience


* Seven to nine years (depending on Degree qualification) programming experience in Python, R and/or Javascript, and an understanding of statistical analysis are required.

* Experience with data manipulation and transformation as well as code refactoring and API development are essential.

* Comfort within an Agile environment is expected.

* Skills in data visualization is desirable.




Language


* Fluency in English is required (both oral and written).

* Knowledge of another UN official language is an advantage.
